An Electrical Installation Condition Report (EICR), also known as a Homebuyer’s Test or Electrical Safety Test, is a detailed inspection of a property’s electrical systems. It identifies any hazards, wear, or defects that could pose a risk. According to Electric Safety First, around 20,000 electrical fires occur in the UK each year, mostly caused by electrical products, with a smaller percentage due to faulty wiring.
Landlords of privately rented properties must have a valid EICR for all new tenancies and renewals from 1 July 2020. Business owners are also legally required to hold a valid EICR to protect staff, customers, and tenants. Failure to comply can lead to prosecution if unsafe electrics cause harm. Although not mandatory for homeowners, an EICR is recommended every 10 years. It may be requested when selling a property, and poor maintenance can invalidate insurance claims.
Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, landlords must have a valid EICR carried out at least every five years. A copy of the report must be provided to tenants within 28 days. If the report is marked “unsatisfactory” (C1, C2, or FI), remedial work must be completed within 28 days, or sooner if specified. Written confirmation of the completed works must then be given to the tenant and the local authority if requested.
